Integrated Watershed Management Model

Integrated Watershed Management:

Integrated Watershed Management comprises of a series of managerial and executive plans and activities that are formulated and carried out in a specific watershed on the basis of natural and geographical features in a time frame with the cooperation of all stakeholders.

Objectives:

- Enhancement of ecosystem sustainability in a specific watershed

- Enhancement of synergy and coordination within FRWO and with other relevant ministries involved in IWM implementation   

-Empowerment of authorized land- users and local communities and mobilization of their participation in policy–making, planning and implementation of IWM plans

- Development of financial, human, social and physical resources as well as natural assets of the watersheds

- Enhancement of productivity and sustainability indexes of the watersheds

- Execution of plans on ecosystem resilience against natural hazards

- Establishment of data bank and M&E system in the watersheds

Natural Resources in the Sixth Five-Year Development Program

Goal:

Conservation and exploitation of base resources, natural resources, production capacities and removal of un-sustainability factors of the resources

Strategy:

Conservation of natural resources and sustainable development

General Policies:

- Conservation of natural resources and national lands

- Watershed management, soil conservation and aquifer recharge

- Desertification control and Sand and Dust Storm hotspots

- Plantation development with emphasis on community-based multiple-use forestry

- Rangeland management and development of industrial and medicinal herbs/plants

Directives ofthe Sixth Five-Year Development Program in the field of Natural Resources

Article 2

Government is duty bound to consider the credits required in the following areas in the annual budget based on the resilient economy enactments: A) strategic matters dealing with water and the environment

Article 31

Government is duty bound, in line with Para 6 and 7 of the resilient economy enactments on food security in and self-sufficiency in main food items, to measures to support food production, food items exportation and soil and water productivity based on the targets as follows:

-Rehabilitation of rangelands and development of herbal plants in 10.6 m/ ha;

- Development of plantations, afforestation and forest enrichment operations in 815000 ha

- Development of timber cropping in 72 thousand ha;

Preparation of natural resources cadastre in 130 m/ha;-

-Implementation of watershed management and soil conservation policies in at least 10 m/ha;

 -Control of desertification and DSS hot spots in 1.14 m/ha;

Article 32

B) Government is duty bound to allocate 10 percent of annual income of National Investment Fund as facility through banking system to private investors in agriculture sector and natural resources sector and for construction of small irrigation dams based on Para 10-4 of the Sixth Development Program.

Article 38

Government is duty bound to carry out the following measures for conserving nature:

- Supervise the implementation of Integrated Waste Management especially in coastal areas, river banks, forests, around wetlands up to 20 percent annually;

- Preparation and implementation of comprehensive plans for forest fire prevention and control by FRWO and DoE in collaboration with other relevant agencies;

- Rehabilitation, Development and enrichment of forests in 815000h;

- Implementation of watershed management and soil conservation operations in 10 m/ha;

- Implementation of desertification hotspot control measures in 1.4 m/ha;

- Preparation of natural resources cadastre in 1.14m/ha;

- Enhancement of physical control and conservation level (up to %100) of forests, rangelands and public and private lands as well as protected areas through participatory mechanisms and involvement of local people up to 1 0 percent annually;

- Rehabilitation of rangelands in10m/ha and development of medicinal plants in 100 thousand ha (totally up to 250 thousand ha by the end of the program;

- Formulation of integrated plan to combat sand and dust storms

-Logging operation in forests is whatsoever forbidden by the end of the third year of the program throughout the country, Government is not authorized to renew terminated contracts;

- Government is authorized to revise forestry plans that do not terminate by the end of the third year of the program and assess damages for disbursement in the annual budget;

- Government is authorized to open a credit line for funding forest conservation, removal of un-sustainability factors, land use change, land grabbing, illicit logging and operationalizing SFM.
